As the Treasure Coast’s official CoC Lead Agency, the Homeless Services Council coordinates homeless services across Indian River, St. Lucie, and Martin Counties. We work to ensure a proactive, collaborative response to homelessness through a network of service providers, stakeholders, and robust programs.

We oversee the Coordinated Entry (CE) system in collaboration with the CE Committee, connecting people in need with available assistance.

We manage the Homeless Management Information System (HMIS) and use this database to track and manage the region’s services and outcomes.

Community Collaboration

We unite service providers, local governments, businesses, law enforcement, and community organizations to align resources and drive collective impact. Community partners comprise the majority of our governing board. HSC collaborates with more than 80 agencies and leads the annual HUD-mandated Point-in-Time Count.

Funding and Grants

We apply for and manage federal, state, and local funding that supports our community's homeless response system. This includes coordinating the annual HUD Notice of Funding Opportunity (NOFO) process for FL-509, overseeing local competition, stakeholder engagement, project evaluation, and funding recommendations to maximize resources.
